著者が記述する「3つの支払い」というメカニズム――放棄、再建、そして不完全――は、火薬や弾薬の分野に限ったことではない。電子部品、希土類、宇宙技術、産業用サイバーセキュリティなど、他の分野でも同様の動態が見られる可能性が高い。ある能力が戦略的であると宣言されるたびに、それに伴う首尾一貫した経済モデルが伴わなければ、その代償は消えるわけではなく、単に時間的に先送りされるだけであり、その過程でさらに重くなるのである。
したがって、本記事が今後数ヶ月に向けて投げかける真の課題は、単に予算上の問題にとどまらない。それは、フランス、ひいては欧州全体が、次の危機が起きてからではなく、その前に――つまり、どこに投資すべきかを選択できるうちに――こうした脆弱な部分を特定できるかどうか、つまり、依存関係が最も大きな代償を伴う事態になって初めてその存在に気づくのではなく、事前に把握できるかどうかという点にある。

Bestände zu zählen — Flugzeuge, Panzer, Munition — reicht nicht mehr aus, um reale militärische Fähigkeit zu messen; entscheidend ist nun die Fähigkeit, diesen Bestand in einen kontinuierlichen Fluss zu verwandeln, dauerhaft und unter Druck zu produzieren, zu reparieren und zu ersetzen. Und genau hier zeigt sich Frankreichs Verwundbarkeit: eine technologisch hochmoderne Verteidigungsindustrie, die jedoch an kritischen Gliedern fragmentiert und unterkapitalisiert ist, wie die Fälle Europlasma und Forges de Tarbes unmissverständlich zeigen.

Der vom Autor beschriebene Mechanismus der „drei Zahlungen“ — bei der Aufgabe, beim Wiederaufbau, dann bei der Unvollständigkeit — ist nicht auf den Sektor Treibladungspulver oder Munition beschränkt. Es ist wahrscheinlich, dass sich dieselbe Dynamik andernorts wiederfindet: elektronische Bauteile, seltene Erden, Raumfahrtkapazitäten, industrielle Cybersicherheit. Immer wenn eine Fähigkeit für strategisch erklärt wird, ohne dass ein kohärentes wirtschaftliches Modell sie begleitet, verschwindet die Rechnung nicht — sie verschiebt sich lediglich in der Zeit und wird dabei schwerer.

Die eigentliche Frage, die dieser Artikel für die kommenden Monate aufwirft, ist daher nicht nur budgetärer Natur: Es geht darum, ob Frankreich — und Europa insgesamt — diese Schwachstellen vor der nächsten Krise erkennen können, statt erst danach, solange noch die Wahl besteht, wohin investiert wird, statt die Abhängigkeit erst in dem Moment zu entdecken, in dem sie am teuersten ist.

Counting stockpiles — aircraft, armored vehicles, munitions — is no longer enough to measure real military capability; what now matters is the capacity to turn that stock into a continuous flow, to produce, repair and replace over time, under strain. And this is precisely where France is exposed: a defense industry at the technological cutting edge, yet fragmented and undercapitalized at critical links, as the Europlasma and Forges de Tarbes cases starkly illustrate.

The “three payments” mechanism the author describes — at abandonment, at reconstruction, then at incompleteness — is not unique to the powder or munitions sector. The same dynamic is likely to recur elsewhere: electronic components, rare earths, space capabilities, industrial cybersecurity. Whenever a capability is declared strategic without a coherent economic model to back it, the bill does not disappear — it simply shifts in time, and grows heavier along the way.

The real question this article raises for the months ahead is therefore not only budgetary: it is whether France, and Europe more broadly, will be able to identify these weak links before the next crisis rather than after — while there is still a choice about where to invest, rather than discovering the dependency at the moment it costs the most.

Ce que démontre Jérôme Denariez dépasse le seul cas du Rafale : c'est un changement de grille de lecture pour évaluer la puissance elle-même. Compter les stocks — avions, blindés, munitions — ne suffit plus à mesurer une capacité militaire réelle ; ce qui compte désormais, c'est la capacité à transformer ce stock en flux continu, à produire, réparer et remplacer dans la durée, sous tension. Or c'est précisément là que la France s'expose : une industrie de défense à la pointe technologique, mais fragmentée et sous-capitalisée sur des maillons critiques, comme le montrent crûment les cas d'Europlasma et des Forges de Tarbes.
Le mécanisme des "trois paiements" que décrit l'auteur — à l'abandon, à la reconstruction, puis à l'incomplétude — n'est pas propre au secteur des poudres ou des munitions. Il est probable qu'on retrouve la même dynamique ailleurs : composants électroniques, terres rares, capacités spatiales, cybersécurité industrielle. Chaque fois qu'une capacité est déclarée stratégique sans qu'un modèle économique cohérent l'accompagne, la facture ne disparaît pas, elle se déplace simplement dans le temps, et s'alourdit en chemin.
La vraie question que pose cet article pour les mois à venir n'est donc pas seulement budgétaire : c'est de savoir si la France, et plus largement l'Europe, sauront identifier ces maillons faibles avant la prochaine crise plutôt qu'après — pendant qu'il est encore possible de choisir où investir, plutôt que de découvrir la dépendance au moment où elle coûte le plus cher.
